The Public Authority for Housing Welfare (PAHW) has announced the release of over 2,000 new residential plots in two key Kuwait City suburbs—Sabah Al Ahmad and West Abdullah Al Mubarak—starting this month, marking the largest land allocation drive since pre-pandemic years.
Kuwait’s property market is under intense pressure from population growth and surging home prices, especially after this summer’s heatwaves left more residents considering larger, newer homes with enhanced insulation and modern amenities. For many Kuwaiti citizens, gaining access to government land remains the most affordable route to eventual homeownership in a city where private plot prices regularly exceed KD 300,000 in core neighbourhoods such as Al Surra and Al Shaab.
This round of allocations is available exclusively to Kuwaiti citizens who meet revised eligibility criteria. Applicants must be married heads of households and can neither own another residential property nor have benefited from previous government land grants. Unmarried women over 40 and divorced or widowed women with children are also eligible under specific social welfare stipulations, in line with the 2016 and 2022 amendments to the Housing Law.
The newly released lots, measuring 400-500sqm each, are situated largely in Sabah Al Ahmad City’s Sector 7 and West Abdullah Al Mubarak’s eastern precincts, both of which are connected by the Sixth Ring Road and offer direct access to retail at The Avenues and the healthcare cluster on Jamal Abdul Nasser Street. PAHW says infrastructure—roads, drainage, and water—is already 75% complete in both zones, with contractors scheduled to finish remaining work by December 2026.
Demand is expected to be fierce. Official figures show 92,000 Kuwaiti families are waiting for allocation from the government’s housing register, a number which has jumped by nearly 12% since 2022. The last PAHW land release, in Sa’ad Al Abdullah, saw online applications outstrip the available supply 3-to-1 within the first week. Land sold in secondary markets in the same catchment has reached KD 180,000 per plot this summer, PAHW sources said.
Interested applicants must first register through the PAHW’s online portal (www.pahw.gov.kw) using a digital Civil ID, then upload marital certificates, proof of income, and—where applicable—judicial documentation concerning widowhood or custody. Registration is open from July 8 through July 29, 2026. Results are scheduled for announcement in early September at the PAHW headquarters on Airport Road in Shuwaikh.
Officials caution that incomplete applications—especially missing title deeds or outdated marital status information—were the top reason for rejection in the last allocation round. Shortlisted applicants will receive SMS notifications to attend an interview and supply original documents in person at the PAHW offices, after which final allocations are ratified within three months.
With rents rising across Jabriya and Salmiya, and mortgage approvals tightening at both NBK and Gulf Bank, securing a government plot remains a pivotal step for citizens chasing long-term housing security.
